PROBLEM TO BE SOLVED: To create a non-slippery road surface after mechanically scraping ice away from the road surface. SOLUTION: The surface of the ice covering the road surface is scraped by turning an ice scraping blade 9. Water sent from a spraying device 4 is turned to be mist and sprayed to the road surface by a jet orifice 8 to wet the road surface so that scraped particles and broken pieces of ice may be re-attached to the road surface by nature that the water is frozen below a freezing point. A springboard 5 is provided in advance at the rear side of the scraping blade 9 contacting with the road surface. The jet orifice 8 is provided on the reverse side of the springboard 5. Since a small space is formed between the road surface and the springboard 5, which is not obstructed by the particles and broken pieces of ice, the road surface is evenly made wet when the mist is sprayed to the road surface from the jet orifice 8 utilizing the small space. When an ice scraping machine is advanced, the road surface wet with the water is covered by the particles and broken pieces of ice to have a belt-like state. When exposed to the outside air below the freezing point, the water on the surface is frozen on the road surface in a short time, and the harder, rougher and non-slippery road surface can be created.
