PROBLEM TO BE SOLVED: To surely perform function restriction and function restriction release for photographing function etc. in a mobile terminal. SOLUTION: A function restriction transition bar code and a function restriction release bar code, generated and managed by a control bar code generating device 3 in a management device 2, are read by a photographing function (image pick-up portion) of a cellular phone 1 with a camera, and decoded by a bar code decoder. According to the arrangement, a function restriction/release controller performs function restriction and function restriction release for a predetermined function such as the photographing function (image processing function and/or storage function of an image memory) in the cellular phone 1 with the camera.
