A monophase microemulsion composition that realizes high safety and when added to a water base recipe, can be stably present as an ultrafine emulsion for a prolonged period of time, which monophase microemulsion composition can be easily produced without the use of special apparatus through formulating, in appropriate proportion, of hydrophilic nonionic surfactant (A), lipophilic nonionic surfactant (B), oil (C), aqueous solvent (D) immiscible with the oil, in which the critical micell concentration (c.m.c) of hydrophilic nonionic surfactant is higher than that in water, and water (E).
