<P>PROBLEM TO BE SOLVED: To provide a function that, when one processing is divided to internal and external information processing apparatus, consolidates the charge for respective use to a user. <P>SOLUTION: In a scanner distribution processing flow, if a user sets time-stamping on a scanner-input electronic document (S103), after a data transmission check, a request for a time stamp (time stamping) is made to a time stamp authority (S105). A time stamp issued by the time stamp authority is received, and the time stamp for the request document data is checked (S106). If the time stamp is verified, a service-dedicated counter for recording the use count of the time stamp authority is incremented (S107), and time-stamped data is distributed. The counter value is on the basis of the calculation of a fee for the use of the time stamp authority and is added to a scanner use fee to form consolidated charges to the user.
