PROBLEM TO BE SOLVED: To provide a monitoring system capable of quickly and accurately obtaining existence of scouring of a bank, an occurrence place, and the progress situation of the scouring with an economical method. SOLUTION: An optical fiber including a protecting tube that is integrated with the protecting tube is buried in a place of which scouring is monitored of a dam body 10, and is fixed to anchors 2 disposed with a predetermined interval so that it does not move axially, thereby forming an optical distortion sensor 1. A spindle 3 is attached to the optical distortion sensor 1. When the spindle is put into a suspended state by the scouring, the optical distortion sensor 1 is distorted by the weight of the spindle, the distortion is measured, and the existence or the like of the scouring is determined, based on the variation of the distortion value.
