PROBLEM TO BE SOLVED: To read an estimated value of wind speed by wind direction at a desired point. SOLUTION: A basic wind speed by wind direction every measuring point is determined by statistically processing actual measured values of wind speeds by wind direction at a plurality of measuring points, virtual measured values of wind speeds by wind direction at the measuring points and between the measuring points is determined by performing simulation or experiment in which influence of a landform between the measuring points is reflected, and estimated basic wind speeds by wind direction between measuring points is determined by correcting the virtual measured values so as to match the basic wind speeds by wind direction with the virtual measured values at all measuring points. Adjacent equal values or value belonging to a constant numerical value range are interconnected through lines using estimated basic wind speeds by wind direction and basic wind speeds by wind direction, thereby drawing constant wind speed lines of the estimated basic wind speeds by wind direction on a map.
