PROBLEM TO BE SOLVED: To solve the problem that when access requests concentrate at a specific bank, a delay time is generated owing to access contention and the processing speed of the whole information processor decreases. SOLUTION: A device 172 for data transfer arbitration transfers data to be recorded one after another to a memory controller 160 which records data in a main memory 140 having a plurality of banks. A selection section 174 selects one of a plurality of DMACs 170 irrelevantly to priority levels of transfer services for the DMACs 170. A transmission section 176 transmits data that the selected DMAC 170 requests to transfer to a control-side transfer section 114. The selection section 174 continuously selects the DMAC 170 so that transfer services for the same DMAC 170 can be successively carried out, and also determines a frequency of successive selection so that transfer to different banks of the DMAC 170 can be performed through a plurality of times of transfer services.
