PROBLEM TO BE SOLVED: To provide a method for manufacturing a panel for information display, with which an inside of a cell on a substrate is accurately filled with a display medium even when a conductive material such as an electrode is arranged on the substrate. SOLUTION: In the method for manufacturing the panel for information display to display information such as an image by: sealing at least one or more kinds of display media 3 constructed with at least one or more kinds of particles having an optical reflectance and an electrostatic property in the cells, formed with partition walls between two sheets of substrates of which at least one is transparent and which are placed opposite to each other; and transferring the display media 3 by imparting an electric field thereto, when a step to fill the inside of the cell on the substrate with the display medium 3 is conducted by putting the display media 3 charged with one polarity on a transfer medium 12 arranged on the upper side of the cell on the substrate, and by making the display media 3 fly and transfer from the upper side of the transfer medium 12, an electric potential with a polarity reverse to the one polarity of the charged display media is applied to a leader from the electrode arranged on the substrate for filling.
