PROBLEM TO BE SOLVED: To efficiently reduce organic matter containing hardly biodegradable organic matter, such as a nonionic surfactant, in water to be treated to a low concentration without generating a harmful chlorine compound. SOLUTION: Hardly biodegradable organic matter-containing water is brought into contact with an acid-resistant and oxidation-resistant inorganic adsorbent to adsorb the hardly biodegradable organic matter by the inorganic adsorbent. The inorganic adsorbent adsorbing the hardly biodegradable organic matter is brought into contact with persulfuric acid and/or a persulfate-containing solution, which removes/decomposes the hardly biodegradable organic matter adsorbed on the inorganic adsorbent to generate the inorganic adsorbent. By adsorbing the hardly biodegradable organic matter on the acid-resistant and oxidation-resistant inorganic adsorbent, the hardly biodegradable organic matter can be concentrated on the inorganic adsorbent. By bringing the hardly biodegradable organic matter adsorbed on the inorganic adsorbent into contact with the persulfuric acid and/or persulfate-containing solution, the hardly biodegradable organic matter can be easily oxidatively decomposed. Sulfate ions generated by reduction of persulfate ions by the oxidative decomposition of the hardly biodegradable organic matter is oxidized and regenerated into persulfate ions by electrolytic reaction, and the obtained persulfate ions can be reused for the oxidative decomposition of the hardly biodegradable organic matter adsorbed on the inorganic adsorbent.
