<P>PROBLEM TO BE SOLVED: To realize an image forming apparatus capable of preventing degradation of image quality and occurrence of an abnormal image when an image is output at low temperature and low humidity. <P>SOLUTION: The image forming apparatus has: at least an image bearing member 2; a charging means 3 having a charging member disposed in contiguity or contact with the image bearing member 2; a temperature/humidity sensor 11 which detects ambient environmental temperature and humidity; an electric circuit which supplies voltage applied to the charging means 3; and a control means to control the electric circuit; wherein in at least initial rise, voltage applied to the charging means 3 during preliminary rotation before image formation operation is controlled according to detected values of the temperature/humidity sensor 11 (for example, frequency is raised as compared with that during image formation and/or peak-to-peak voltage is set to sparkover voltage or above and peak-to-peak voltage during image formation or below).
