A plasma display panel is provided to reduce the number of components arranged in a front substrate and to improve transmissivity of a visible ray and luminance by using electrodes arranged in a dielectric. A rear substrate(121) is arranged opposite to a front substrate. A dielectric(115) is arranged between the front substrate and the rear substrate to define discharging cells(126) where an electric discharge is generated. A pair of electrodes have an X-electrode(113), a Y-electrode(112), and an address electrode(122) that are arranged in the dielectric to be separated from each other. A phosphor layer(125) is arranged in the discharge cell. Discharge gas exists in the discharge cell. Two electrodes of the three electrodes generate an address discharge. Dielectric constant of the dielectric surrounding at least one of the two electrodes generating the address discharge is greater than that of the dielectric surrounding the other electrode.
