A method and an apparatus for estimating a noise level are provided to easily estimate a noise level without using a voice detector. An apparatus for estimating a noise level uses a short frame and a long frame composed of a plurality of sets of short frames. The apparatus calculates short-time power of an input voice signal for each short frame. The apparatus estimates the minimum short-time power among a plurality of short-time power in the long frame as the noise level of the input voice signal. When short-time power of an input voice signal level lower than the estimated noise level is detected, the noise level is updated to the detected short-time power.
