A public transportation fee paying method using a mobile communication network and a system thereof are provided to install an MBS(Mobile Base Station) which functions as a BS(Base Station), in a public transportation means, and to use registration between an existing BS and a mobile communication terminal, so that a user can use the public transportation means through registration with the MBS without a boarding procedure. An MS(Mobile Station)(210) receives and uses a service for enabling a user to pay for a usage fee by using a mobile communication network in case of the user using public transportation. An MBS(220) is installed in a public transportation means, and registers payment of the usage fee when the user having the MS(210) gets on and off the transportation means. The first and second wireless BSs(230,240) transmit location registration information of the registered MS(210) to the MBS(220), and perform handoff and wireless support management functions of the MS(210). An MSC(Mobile Switching Center)(250) has a function of collecting charging data on the MS(210). A VLR(Visitor Location Register)(252) temporarily stores subscriber information on the MS(210) when location registration of the MS(210) is performed. An HLR(Home Location Register)(254) stores a service profile on the subscriber information. An IP(Internet Protocol) network(270) connects the MSC(250) with a service server, and receives payment information from the service server to send the received information to the MS(210). A usage fee payment server(260) calculates the user's usage fee based on get on/off location information to pay for the fee.
