PROBLEM TO BE SOLVED: To provide a practical polyurethane foam sound insulating material having excellent sound insulating characteristics and excellent low water-absorbing property and low oil-absorbing property, and having efficient oil repellent and water repellent properties. SOLUTION: This low water-absorbing and low oil-absorbing sound insulating material is polyurethane foam obtained by reacting an organic polyisocianate component with a polyol component and foaming in the presence of fluorine surfactant, diameter of a ventilation hole for communicating cells is 10μm or more and does not exceed 60μm, and ventilation property is 45 to 1,000 mL/min. This sound insulating material is arranged around an engine in an engine room of a vehicle and is used as an engine cover 2, a side cover 4, an oil pan cover 6, an undercover 8, a hood silencer 12, and a dash board silencer.
