PROBLEM TO BE SOLVED: To provide a pressure regulator reducible in size, improved in installability and workability, and capable of lowering introduction cost. SOLUTION: This pressure regulator, which is a device arranged in a boundary between an upstream side pipeline 2 and a downstream side pipeline 3 separated from each other, is provided with a manual reset type shutoff valve 10, a primary governor 20, and a secondary governor 30. The manual reset type shutoff valve 10 is provided with an inlet 11A connected to the upstream side pipeline 2, an outlet 11B connected to the inlet 11A via a flow passage 11, and a valve element 12A arranged inside the flow passage 11 for connecting/disconnecting the flow passage 11. The primary governor 20 is provided with an inlet 21A connected to the outlet 11B, an outlet 21B connected to the inlet 21A via a flow passage 21, and a valve element 22A arranged inside the flow passage 21 for regulating a gas pressure on the outlet 21B side. The manual reset type shutoff valve 10 is arranged so that the movable direction of the valve element 12 A and that of the valve element 22A cross each other at right angles.
