PROBLEM TO BE SOLVED: To provide a torque limiter having a lighter weight and heat radiating effects while preventing the entry of foreign matters including paper debris. SOLUTION: The torque limiter 10 comprises a first rotor 11 having a cylindrical outer peripheral portion and a second rotor 20 having a cylindrical inner peripheral portion opposed to the cylindrical outer peripheral portion and provided coaxial with the first rotor 11 and relatively rotatable therewith. One of the cylindrical outer peripheral portion and the inner peripheral portion is a permanent magnet and the other is a hysteresis material. The second rotor 20 has a cylindrical body formed of a hysteresis material 21 and a pair of cover bodies 23, 25 provided at both ends of the cylindrical body for holding the cylindrical body and closing a space formed by the first rotor 11 and the second rotor 20.
