A method for manufacturing plastic material having ceramic coating layer without using volatile organic compound and plastic material thereby is provided to prevent surface contamination from finger mark or dirt without use of environmental contaminants and to supply plastic material proper to manufacturing of products such as mobile phone without use of environmental contaminants. The method for manufacturing plastic material having ceramic coating layer without using volatile organic compound includes: preparing mother material made of plastic; forming ceramic coating layer on the surface of prepared mother material; and forming anti-contaminant layer on the surface of ceramic coating layer by coating metal oxides through electrophoresis method.
