PROBLEM TO BE SOLVED: To provide a technology capable of controlling congestion without excessively restricting communications by users.

SOLUTION: A congestion detection section 20 of a congestion control apparatus 1 executes a congestion detecting procedure for detecting occurrence of congestion, a passing apparatus prescribing section 30 executes a passing apparatus prescribing procedure for prescribing a passing apparatus causing a bad flow located on a path tying a user terminal 18 and a congestive apparatus by referencing the topology of a control object network 10 on the basis of the congestive apparatus detected by the congestion detecting procedure, a bad flow prescribing section 40 executes a bad flow prescribing procedure for prescribing the bad flow on the basis of a result of the flow measurement associated with the passing apparatuses prescribed by the passing apparatus prescribing procedure, and a communication control section 70 executes a communication control procedure for executing communication control of the bad flow prescribed by the bad flow prescribing procedure over a communication apparatus 12.
