PROBLEM TO BE SOLVED: To provide a resin fine particle dispersion for a toner for electrostatic charge image development, in which resin fine particles are stably and uniformly dispersed in an aqueous medium with low energy, and to provide a toner for electrostatic charge image development which satisfies toner characteristics, using the resin fine particle dispersion. SOLUTION: The resin fine particle dispersion for a toner for electrostatic charge image development is prepared by dispersing resin fine particles, obtained by mixing and emulsifying or dispersing a monomer containing at least a polycondensable monomer and a radical polymerizable monomer in an aqueous medium, and polycondensing and radical polymerizing the mixed monomer, wherein the number ratio of molecules of a monomer constituting a resin obtained by polymerizing the polycondensable monomer in the outermost surface of the resin fine particles is in the range of 10-95%, and the number ratio of molecules of a monomer constituting a resin, obtained by polymerizing the radical polymerizable monomer, is in the range of 5-90%.
