PROBLEM TO BE SOLVED: To provide a transparent or translucent water-based skin cosmetic affording moist feeling after use while giving freshening feeling in use with no stickiness. SOLUTION: The transparent or translucent water-based cosmetic contains a silicone-based surfactant 11-13 in HLB number and a dipolyoxyethylene (2) alkyl ether phosphoric acid. Preferably, this cosmetic contains 0.05-2 mass% of the silicone-based surfactant 11-13 in HLB number and 0.005-2 mass% of the dipolyoxyethylene (2) alkyl ether phosphoric acid.
