PROBLEM TO BE SOLVED: To provide a device for punching a sheet or the like forming a page sheet, without forming scuffing and burrs on the edge of the sheet. SOLUTION: A hammer 66 to be beat-down for a prescribed distance is beat-down, to beat-down a movable frame 45 for a prescribed distance. It is so operated that a sheet 3 is pressurized/held by an entire body of an upper die 61 and an entire body of a lower die 62, to push an elastic body 65 therefrom. When the elastic body 65 is contracted and a punch 43 is dropped, an elastic body 45 is pressed/contracted with this pressing pressure, thereby making a punch-out 41 sunk by about 0.05 mm. At this time, an edge blade of the punch 43 bites into the sheet 3 by about 0.05 mm from upside, the edge blade of a fixed frame 40 bites thereinto by about 0.05 mm from the lower side, and a remaining portion of about 0.04 mm remains, which is a non-bite portion. When the edge blade of the punch 43 and the edge blade of the fixed frame 40 bite into the sheet 3 up to a midway part thereof, the remaining portion of a rigid vinyl chloride sheet is broken-apart, and a punching sheet 8 and a scrap sheet 10 are formed.
