A method and a device for providing and using information about traffic condition are provided to enable drivers to reach the destination within a shorter time by transmitting the road traffic condition to the driver driving on the congested road, in real time. A traffic information encoding method includes the steps of: generating message management information including message identification information indicating that the traffic information is about the traffic condition; generating condition information including the traffic condition information; generating position information corresponding to the traffic condition information; and generating a traffic information message including the message management information, condition information, and position information. In the message management information generating step, the traffic condition information of the traffic information message is included in the message management information. |
