A data modulation method of an optical disc recording/reproducing apparatus and a data modulation apparatus therefor are provided to quicken a data modulation speed and reduce a size of a memory for storing a modulation table. A memory unit(510) stores a modulation table having a plurality of modulation rows which includes a plurality of modulation codeword bits indicating a modulation codeword, a DSV(Digital Sum Value) position bit indicating a position of a DSV control bit, and a row selection bit indicating an odd row or an even row. A modulating unit(520) modulates source data by using the modulation table, and outputs modulation data.
