<P>PROBLEM TO BE SOLVED: To provide fuel easy to manufacture, transport, and store hydrogen as the fuel for a fuel cell, and not exhausting NOx or SOx. <P>SOLUTION: In a propulsion mechanism making hybrid torque by electric power from the fuel cell and torque by an engine, especially a diesel engine, ammonia is utilized as a hydrogen source of the fuel cell.
