PROBLEM TO BE SOLVED: To manufacture particles having an overcoat layer with a uniform thickness by avoiding contact of graphite matrix material to grown overcoat particles. SOLUTION: Overcoat particles 3A with relatively large particle diameters and small specific gravity in a vessel 20 are picked up from the upper layer region UL in the vessel 20 with a collector 30. Overcoat layer 3 is coated by contacting graphite matrix material 2M to the coated fuel particle 1 remaining in the vessel 20 or the overcoat particles 3B to 3D with relatively small particle diameters and large specific gravity.
