PROBLEM TO BE SOLVED: To prevent deformation of a cylinder caused when press-fitting an inner core into an outer side of the cylinder in an assembly process. SOLUTION: When the inner core 98 is fitted into the outer side of the cylinder 70 by a press-fitting method by providing a buffer member 100 between the cylinder 70 and the inner core 98, external force due to press-fitting of the inner core 98 is absorbed by buffer action of the buffer member 100 to prevent deformation of the cylinder 70.
