An organic electroluminescent device is provided to extend the maximum emission time by removing the unnecessary time from the maximum discharge time and maximum precharge time according to the frequency and size of a panel. An organic electroluminescent device includes a panel(200) having plural pixels formed in each emission region where data lines(D1~D4) and scan lines(S1~S4) cross each other and an IC(Integrated Circuit) chip(202) connected with the panel to regulate the maximum discharge time for discharging the data lines according to the frequency of the organic electroluminescent device, the maximum precharge time for precharging the data lines, and the maximum emission time for making the pixels emit the light. The IC chip comprises a frequency generating unit(204) generating frequency; a control unit(206) generating first and second control signals according to the frequency generated by the frequency generating unit; a scan driving unit(208) transmitting plural scan signals to the scan lines by the first control signal generated by the control unit; and a data driver(210) regulating the maximum discharge time, the maximum precharge time, and the maximum emission time according to the second control signal output from the control unit.
