<P>PROBLEM TO BE SOLVED: To transmit and receive a moving picture with smooth motion in high resolution even though a transfer band of a communication path fluctuates when transmitting and receiving a color moving picture through a network. <P>SOLUTION: In this moving picture communication system for transmitting and receiving a color moving picture between communication terminals connected to the network, a band estimating part 11c monitors the transfer band of the communication path and outputs the transfer band information to an encoding part 11a for encoding a moving image stream. A color compressing part 106a of the encoding part 11a compresses according to the band (performs bit shift and reduces lower-order bits first) color information between luminance information and the color information constituting the color moving picture to gradually make the color moving picture a monochrome picture when discriminating that the transfer band becomes so narrow from inputted transfer band information that the color moving picture can not be sufficiently transmitted and received. The luminance signal and the color information with the number of bits controlled are transferred as encoded data through prescribed encoding processing.
