PROBLEM TO BE SOLVED: To make the electrostatic charging of an image carrier in the main scanning direction uniform, by controlling the density of a magnetic brush in the main scanning direction. SOLUTION: The image forming apparatus is provided with an optical writing unit which comprises a light-emitting element array configured, in such a manner that a plurality of light-emitting array chips configured where a plurality of light-emitting elements are arrayed at a predetermined interval are arrayed and an imaging element array; and an image carrier (1), on which an image is formed by the light output of the optical writing unit, and performs development, by bringing the magnetic brush into contact with the image carrier, so as to apply a voltage to the image carrier and charge it electrostatically. In the image forming apparatus, irregularities extending in the peripheral direction are formed on the surface of a developer carrier holding magnetic particles constituting the magnetic brush.
