<P>PROBLEM TO BE SOLVED: To minimize the deterioration of video and audio even when an uncorrectable transmission error is included because of the deterioration of a receiving state in digital television broadcasting for performing hierarchical transmission. <P>SOLUTION: After dividing a transmission stream of a plurality of hierarchies into basic streams of video and audio and decoding the basic streams, respective data are subdivided to detect errors. Data that can be normally decoded are selected to generate a video/audio signal according to a priority of a designated hierarchy in macro block or slice units in the case of video, and in frame units in the case of audio.
