PROBLEM TO BE SOLVED: To provide a technique efficiently executing multi-stage access control in a way of controlling accesses to a plurality of frame groups in access control applied to a moving picture. SOLUTION: An importance acquisition section 42 acquires the importance for every frame configuring moving picture data, an encryption key setting section 43 sets an encryption key to each of the frames depending on the acquired importance, and an encryption section 44 uses the encryption key to apply encryption processing to the moving picture data by each frame.
