PROBLEM TO BE SOLVED: To provide a regulating blade for an image forming apparatus achieving high-quality image formation by securing sufficient conduction between a regulating member and an energizing plate member, thereby making the potential of toner on the outer circumferential surface of a developing roller uniform. SOLUTION: The regulating blade 40 for the image forming apparatus is equipped with: the regulating member 37 for regulating toner on the outer circumferential surface of the developing roller to have fixed thickness; a spring plate member 36 to whose edge part 36b the regulating member is stuck and fixed; and a double coated adhesive tape 42 for sticking and fixing the regulating member to the edge part of the spring plate member. Then, a liquid conductive agent 43 hardened in ordinary temperature/ordinary humidity environment is applied/hardened over the entire length in the longitudinal direction of a spot where the regulating member and the spring plate member are adjacent through the double coated adhesive tape to electrically conduct and connect the regulating member and the spring plate member.
