PROBLEM TO BE SOLVED: To provide a low repulsive rubber composition having an excellent low repulsiveness and a high damping property, and also having a high resilience and excellent in low temperature characteristics, and a quake-absorbing structure body by using the same. SOLUTION: This low repulsive rubber composition containing a diene-based rubber, a thermoplastic polymer, carbon black, silica, etc., is provided with that the thermoplastic polymer is≥1 kind selected from an ethylene-butene copolymer, an ethylene-methyl methacylate copolymer and a polyoctenemer, and blended in an optional ratio.
