PROBLEM TO BE SOLVED: To provide a simple structure while continuing long-term stable operation by eliminating a fan and a damper from a line through which pyrolyzed gas flows, to eliminate blocking and equipment trouble caused by adhesion of tar or char. SOLUTION: Hot gas 22 generated in a hot blast generating furnace 19 is allowed to flow through a pyrolyzing kiln 1 to indirectly heat and pyrolyze waste 12 in the pyrolyzing kiln 1 and to generate pyrolyzed gas 13 and pyrolyzed residue 14. The pyrolyzed gas 13 is taken out of a pyrolyzed gas line 34 and burnt in a surplus gas combustion furnace 35. An exhaust gas system A including the combustion furnace 35 and an exhaust gas treating apparatus 38 is provided with an induced draft fan 40 and a damper 41 upstream thereof, and the internal pressure of the pyrolyzing kiln 1 is controlled by the operation of the induced draft fan 40 and the adjustment of the damper 41 through the exhaust gas system A. The hot gas circulated to the hot blast generating furnace 19 is constricted by the damper 37 to control the hot blast generating furnace 19 to negative pressure.
