PROBLEM TO BE SOLVED: To reliably issue an alarm on the abnormality of an operation in terminal device even when the content of the operation of the terminal device is exchanged via a LAN line. SOLUTION: When the abnormality occurs in the operation of one of the terminal devices of traffic signals 600A-D, vehicle sensors 700A-D and signal controllers 500A, B, the terminal device transmits an abnormality signal indicating the abnormality to signal control lower-order devices 400A, B. When the abnormality signal is received, the signal control lower-order devices 400A, B transmit abnormality information which indicates that the abnormality occurs, including ID information to identify a group where the terminal device with the abnormality occurred therein is included. When the abnormality information is received, an alarm controller 200 outputs the abnormality signal indicating the occurrence of the abnormality to a signal line corresponding to the group, which is indicated by the ID information included in the abnormality information, among parallel lines 910.
