A manufacturing method of manufacturing a steel sheet or a steel shape by collecting disused tungsten bites or tools, crushing the disused tungsten bites or tools to obtain waste tungsten powder, mixing the waste tungsten powder with other metal powders, and melting the mixture in a heat treatment furnace is provided. A surface treatment method using waste tungsten powder comprises the steps of: crushing waste tungsten; mixing the waste tungsten with a special alloy; and forming a hardening layer by melting the mixture in a heating furnace at a temperature of 800 to 1,400 deg.C in a state that the mixture is put on a steel sheet or a steel shape. The hardening layer forming step further comprises the step of adding other metal powders to the mixture in addition to the waste tungsten powder. The mixture of the metal powders comprises 20 to 70 wt.% of tungsten, 1 to 20 wt.% of chromium, 3 to 45 wt.% of nickel, 2 to 10 wt.% of manganese, 1 to 10 wt.% of bromine, 1 to 7 wt.% of silicon, and 1 to 10 wt.% of molybdenum.
