An image processing apparatus and method, a program and an image capturing device are provided to automatically generate a white-balanced image approximating colors seen to observers. An apparatus for processing a color image signal includes a light color estimator, an illumination level estimator, a control value modulator, and a modulation controller. The light color estimator estimates a light parameter depending on the spectroscopic distribution of light on the basis of an image signal. The illumination level estimator estimates an illumination level based on the image signal. The control value modulator modulates a first control value of each color signal when the color signal is white-balanced based on the estimated light parameter into a second control value of each color signal when an achromatic object under a specific reference light is reproduced as an achromatic image. The modulation controller varies the modulation quantity of the control value in response to the illumination level.
