An image processing apparatus, an image capturing device, and an image processing program are provided to appropriately control a color signal of an image captured by an XY address scan type solid state image pickup device to obtain an image with high quality. An image processing apparatus includes an integrator, a normalizer, a frequency analyzer, a flicker component estimator, an index generator, and a color balance controller. The integrator integrates at least one of a color signal of a color image signal and a luminance signal obtained from the color image signal for a period of time longer than one horizontal period. The normalizer normalizes the integrated value obtained by the integrator or the differential value of the integrated value corresponding to a neighboring field or frame. The frequency analyzer extracts the spectrum of the output value of the normalizer. The flicker component estimator estimates a flicker component from the spectrum. The index generator generates an index indicating a degree to which a light source used to capture images is assumed to be a fluorescent lamp based on the result of the flicker component estimator. The color balance controller calculates a color balance control value of the color image signal in response to the index.
