A web cut-off assembly (30) for a rewinder apparatus (12) includes a bedroll (32) having a pair of retractable bedroll blades (34, 35) that move to a protracted position to engage the web material (10) for a web cutting event. A chopper roll (44) is disposed proximate to the bedroll (32) and includes (52) a first blade and a second blade (56) extending from a circumference (46) thereof. The first and second blades (52, 56) rotationally intermeshing with the bedroll blades (34, 35) in the web cutting event. The second blade (56) is configured to effectively stretch and hold the web (10) relative to the bedroll blades (34, 35) as the first blade (52) severs the web (10) in the web cutting process.
