A spiraling apparatus (32) is provided that includes a rotatable deck (60) having a deck plate (61) that includes first and second sides (62, 64). A plurality of first spools (90) are rotatably attached to the first side (62) of the deck plate (61). The first spools (90) include a length of reinforcement (92) wound thereon. A plurality of second spools (96) are rotatably attached to the second side (64) of the deck plate (61). The second spools (96) also include a length of reinforcement (92) wound thereon. A tension regulating device (114) is adapted to regulate tension in the reinforcement (92) as the reinforcement (92) is removed from the first and second spools (90, 96) during rotation of the deck (60).
