<p>A network access control is performed by using a status management table having a maximum permissible number of entries, which is determined depending on a time-out period predetermined by user terminals and a hardware-setting time required for setting communication resource. When receiving an access start request received from a user terminal, it is determined whether the hardware setting corresponding to the access start request is estimated to be completed within the time-out period. If it is estimated to be completed, the received access start request is registered into the status management table to issue a hardware setting command. If it is estimated not to be completed, an access rejection message is sent back to the user terminal.
