A portable terminal capable of controlling actions of targets by using noise levels and a method thereof are provided to measure levels of sound noise inputted through a microphone while a game is executed, and to calculate action levels of set targets to control actions of the targets according to the calculated action levels, thereby differently conducting action control at various levels. A noise level measurer(170) measures noise levels of inputted sounds. A controller(110) calculates action control levels for targets set by corresponding to the measured noise levels, and controls actions of the targets on the basis of the calculated action control levels. An audio processor(130) converts the inputted sounds into digital signals in order that the noise level measurer measures noise levels for the digital sounds.
