A mobile communication terminal having a WIPI-based video playing system is provided to enable a user to control a decoding process of a decoder when video frame data is played, thereby lowering the memory block copy incidence of the video frame data and accordingly improving the speed of video playing. A video player(100) provides a UI(User Interface) for input of work step information, which a decoder(300) will perform, and transmits the work step information, inputted from a user through the UI, to the decoder(300). The decoder(300) receives and stores the work step information transmitted from the video player(100). According to a video frame data decoding request from the video player(100), the decoder(300) processes corresponding video frame data up to a work step corresponding to the stored work step information and transmits the processed video frame data to the video player(100).
