A GGSN(Gateway GPRS Support Node) system of a mobile communication network having a QoS(Quality of Service) differentiation execution function for each subscriber and a controlling method thereof are provided to supply differentiated QoS to each subscriber by being mounted with a GTPU handler unit for controlling traffic by classifying inputted packet data according to subscribers' QoS profiles, by using a session table. A network processor(2) receives GTPU packets of subscribers through an interface card(1) to classify the received packets according to each subscriber, and outputs the packets by differentiating the respective packets by QoS grades. A traffic controller(3) manages the packets according to each subscriber, decides whether to abandon the packets if a QoS agreement is violated, and controls priority for normal packets according to the QoS grades. A session table unit(4) receives subscriber information to store and manage the received subscriber information. A packet path table unit(5) stores path information of the received packets of each subscriber.
