FIELD: mechanical engineering. ^ SUBSTANCE: device comprises striker, wave guide, and deforming tool mounted for permitting applying the static load perpendicular to the surface to be worked and pulse load by means of the striker and wave guide. The striker and wave guide are made of rods of the same diameter. The deforming tool is mounted with a spaced relation at the free end of the wave guide with the use of at least three springs. The flat springs are distributed uniformly over the periphery at an acute angle to the longitudinal axis of the wave guide. When loading, the flat spring cause the deforming tool to vibrate with respect to the longitudinal axis of the wave guide.
