An apparatus and a method for controlling a ring back tone are provided to output a ring back tone when a mobile communication terminal, set as a ring back tone output limitation mode, receives a call request from a caller included in an incoming permission list, thereby enabling a user to talk over the mobile communication terminal. A ring back tone mode setting unit(210) sets a ring back tone output limitation mode to a mobile communication terminal. A storage unit(220) stores an incoming permission list including at least one incoming permission phone number. A call receiving unit(230) receives a call setting request including an originating number of an originating terminal in a state that the ring back tone output limitation mode is set to the mobile communication terminal. A determination module(240) determines whether the originating number is included in the incoming permission list. A ring back tone control module(250) controls to output a ring back tone for a call setting in case that the originating number is included in the incoming permission list.
