A method and a device for managing personal information are provided to selectively open the personal information according to an information access level of a subject requesting the personal information by classifying the personal information into multiple levels according to an opening policy. A policy manager(250) stores/manages the opening policy for setting an opening level to each item of the personal information and an access policy for setting the level of the personal information accessed by a service server according to the rank of the service server and information contents requested from the service server. A personal information manager(230) classifies each item of the personal information received from a user terminal into each opening level according to the opening policy, transmits a notification or inquiry message to the user terminal, and receives a response message. An access controller(240) sets the access level to the service server based on the access policy and transmits the requested personal information to the service server by comparing the opening level of the personal information with the access level.
