A plasma display panel is provided to obtain a smooth address effect at a lower voltage by disposing a scan electrode and an address electrode at an adjacent position, thereby increasing drive efficiency. An upper substrate(111) and a lower substrate(121) are disposed in parallel with and opposite to each other. Barrier ribs(114,124) are interposed between the upper substrate and the lower substrate to define plural discharge cells. First discharge electrodes(112) and second discharge electrodes(113) are buried in the barrier rib to enclose the barrier ribs, and are extended in parallel in a cross direction. Address electrodes(122R,122G,122B) are buried in the barrier rib between the first and the second discharge electrode. Phosphor layers(125R,125G,125B) are disposed in the discharge cells which are filled with discharge gas.
