A panning device for a monitoring camera is provided to perform a panning operation of a camera unit with accuracy and minimize the diameter of a vertical pulley transmitting power in the panning device. A panning device for a monitoring camera includes a fixed plate(30), a panning motor(34), a vertical pulley(40), and a sensor. The panning motor is set on the fixed plate to provide power required for a panning operation. The vertical pulley receives the driving force of the panning motor and rotates with the driving force. The vertical pulley is rotatably supported by a bearing(39) to a panning axis(38) set on the fixed plate to rotate a camera unit(58) around the panning axis. The sensor detects an encoder(46) integrated with the outer side of the vertical pulley to sense the rotating position of the vertical pulley.
