PROBLEM TO BE SOLVED: To provide a highly productive method of manufacturing a light control film by which such optical characteristic as transmission or scatter of a light control film being a product can be highly controlled while keeping high light transmissivity thereof. SOLUTION: The method of manufacturing the light control film for controlling the optical characteristic is characterized in that a step is provided in which stress is applied to film material on the surface of which a predetermined notch pattern is given, and a craze or a crack starting from the notch pattern is generated.
